Virginia: Black Widow
Black Widow always has to be closed to the action and where can she be closer to what’s going on in the country than Virginia? As Washington D.C. is almost right on the border between Virginia and Maryland, she’d be in the perfect spot to see exactly what awful things were going on in government. If she needs to threaten someone, they are all right there!
Also, if they ever call her before Congress again (let’s pretend she didn’t die in Endgame), then she doesn’t have far to travel. And of course, S.H.I.E.L.D is located on Theodore Roosevelt Island on the Potomac between Washington D.C. and Virginia so she’s right there when they need her (or when she needs to kick SHIELD’s butt back into being on the good side).
While Natasha is at first very aloof and mysterious when we first meet her, she has grown more compassionate and caring the more time she spends with The Avengers. While she’s certainly good to have in case some villain tries to take over Virginia, she’s also shown that she can be a friend too. If nothing else, it’s better to have her on your side than against you, Virginians.
This could also give her a chance to relax for once in her life. Virginia has a ton of different things to do to chill out and not worry about the world coming to an end. While all the Avengers could use a break, she’s probably one that could use it the most. The girl has had a tough life. She needs to go to the beach or have a spa day or something.
